After completing the second mission in Doom called Exultia and visiting Doom Fortress again, you will be able to proceed to the next task.

After clearing the territory, jump on the blue stream of energy that will raise the hero. Jump onto the ledge and then into the chest. When he reaches the end, go to the mainland, take the cultist's key and move forward, clearing the next corridor of enemies.
Capture a rocket launcher
After breaking through the enemies, go to the gate marked "Cultist's Key", open it and go on.
